Professor Vitaliy V. IZRANTSEV - pro-rector for science, Doctor of Science, member of the International Academy of Higher Education Sciences. Born in 1946 in Leningrad. Graduated from the St. Petersburg State University of Aerospace Instrumentation. Professor Izrantsev has more than 35 years experience of work in higher school.

He is author of 200 scientific articles and papers, 22 manuals and textbooks, among them 6 monographs, 20 inventions. His field of scientific expertise is fundamentals of digital information processing, image recognition, automated control, computer science and programming, science and education management.

Since 1999 professor Izrantsev holds a position of pro-rector for science in International Banking Institute and chairs the department of applied informatics.

Professor Izrantsev has been awarded with state medals and awards and the Ministry of Education Prize.
